I have examined the accompanying Ordinance intituled

an Ordinance to provide for the reclamation of the foreshore and

sea bed off Praya East, Victoria, in the Colony of Hongkong,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2. This Ordinance embodies the termsof a provisional and informal

agreement entered into between the Government and the frontagers

The bill was submitted to the frontagers before

introduction and was approved by them.

Certain details in the

Ordinance have been adopted from the Praya Reclamation Ordinance,

1889, Ordinance No. 16 of 1889.

Section 2: The "authorised works" have been defined widely

and in detail in order to make it clear that all claims for damage a

or compensation are excluded(see sub-section (5) of section 2).
